England’s welfare reforms a tough battle

David Cameron is on collision course with Francois Hollande and Angela Merkel tomorrow night.

The Prime Minister will use the dinner of a summit in Brussels to demand his 27 counterparts accede to a full four-year ban on European migrants claiming in-work benefits, secured with treaty change, disregarding months of protest that the policy is incompatible with EU membership and warnings that treaty change is off the table.
